PALS was originally funded in 2006 by the United States Department of Education, Native Hawaiian Education Program and began providing services to children in 2007. The program is currently in its third round of funding and has gone from serving 100 students annually to over 300 students annually.

PALS is administered through the Office of Student Equity, Excellence and Diversity (SEED) at the University of Hawai'i, Manoa and is one of many programs aimed at providing important services to children and youth from Hawaii.
